Legislative Priorities 2017
DESIGNATE THE MUSLIM BROTHERHOOD AND IRAN’S ISLAMIC REVOLUTIONARY GUARD CORPS AS TERRORIST GROUPS.
The U.S. has listed as terrorists such members, branches, and charities of the Muslim Brotherhood, as Hamas, al Qaeda, and the Palestinian Islamic Jihad, but has not designated the organization as a whole. The intent of the Brotherhood is stated in its Explanatory Memorandum on the General Strategic Goal for the Brotherhood in North America: “The process of settlement is a Civilization-Jihad process…The Ikhwan [Muslim Brotherhood] must understand that their work in America is a kind of grand Jihad in eliminating and destroying the Western civilization from within and ‘sabotaging’ its miserable house by their hands and the hands of the believers…”
The Muslim Brotherhood continues to support terrorist organizations responsible for violence around the world. The bills impose tough sanctions on a hateful group that has spread violence and spawned extremist movements throughout the Middle East. The IRGC serves as both a military and economic stronghold for the Iranian regime, and is their primary means to execute terrorist attacks. While the Treasury Department has designated the IRGC-Quds Force for its involvement in terrorism, the State Department has yet to act. For years the IRGC has been allowed to operate clandestinely using front companies and illicit networks to evade formal designation, putting our allies in the region at risk and betraying U.S. national security interests. The time to hold the Ayatollahs accountable is long overdue and this legislation is a step in the right direction.

A TASK FORCE TO COMBAT RESURGENT ANTI-SEMITISM
If you and I do not do all we can today to stop the virus of anti-Semitic statements and acts, it even may lead once again to such genocidal catastrophes as the Holocaust, in which over six million were slain through sheer hate, while billions of others looked on around the world with little or no response. We must recall that the world’s resolve in 1945 that “Never again” would genocide be allowed, sadly and tragically did little or nothing to ameliorate, much less prevent, what we have witnessed in our age, from Cambodia to Rwanda, Darfur to Syria, to cite just some of the worst outbreaks.
In light of the recent upsurge in anti-Semitism in the United States, CIPAC calls for the President to set up a task force to investigate, and plan to defeat, the sources of this latest widespread epidemic of anti-Semitism.
REPEAL OF UNSC 2334
On December 23rd, 2016, the United Nations Security Council (UNSC) passed Resolution 2334, another in a long line of UN actions that inflict serious and enduring damage to the State of Israel and to the Jewish people. It brands Israel, the nation state of the Jewish people, a “flagrant” violator of international law, fueling the movement to isolate it and turn it into a pariah among nations. As such it will promote the growing anti-Semitism around the world. It may even invite or be used to justify horrific terrorist attacks.
CIPAC supports S.107 and H.R. 769, the Safeguard Israel Act of 2017. These bills would withhold all funding from United Nations organizations until such time as this resolution is repealed. CIPAC also supports S. 169 to counter anti-Semitism in the United Nations
END IRAN’S NUCLEAR WEAPONS ACTIVITY AND OTHER ILLEGAL ACTIONS
Congress should pass legislation this year to continue, or even increase, sanctions on Iran’s nuclear weapons, sponsorship of terrorism and violations of human rights. Since Iran’s leaders continually incite genocide against Israel, Congress also should consider the “Genocide Abatement and Prevention Act (GAP Act)” that CIPAC has drafted to indict Iran’s leaders and set innovative, new processes to prevent and abate actions to incite or commit genocide against any national, ethnic, racial, or religious group, at the first outbreak of any such actions.
Iran is the largest state sponsor of terrorism, actively working to overthrow foreign governments, while pledging to wipe Israel off the map and chanting Death to America in their streets. The United States and its allies must hold Iran accountable for its behavior and address all of the Iranians’ other very destabilizing activities, which have included several ballistic missile tests since the start of the year.
CIPAC supports S.227 and H.R.808 – Iran Nonnuclear Sanctions Act of 2017.
RECOGNIZE JERUSALEM AS ISRAEL’S CAPITAL WITH U.S. EMBASSY THERE
CIPAC urges passage of H.R. 257 and S. 11 to remove the waiver authority and thus let the U.S. Embassy in Israel be relocated to Jerusalem, Israel’s capital, without further delay.
In addition CIPAC supports action to (1) Terminate US funding for the Palestinian authority (H.R. 789) (2) Resist any and all attempts to set up a new Palestinian state (H. Res. 27) and (3) Supports the right of Jews to live in peace and safety wherever they please, including all of historic Israel.
